Okay, I've been thinking about it. My no-holds-barred answer would have to be New York. I could be totally wrong but I think you would be happiest there, know the city the best, would have the easiest time meeting people and getting a job.
Of course, the living expenses would probably ruin you, which leads me to another point: Do you have a job lined up? Do you even know what you are going to do with yourself after you get your degree? If the answer to either of those questions is "no" I would go back to Devon and live for free while you figure it out.
Chicago is a great city in a lot of ways but if your reason for wanting to come here is to hang around Heber, I would nix that. I can go into greater detail if you like but I'll let him answer the question first, because I want to see what he says.
Also, what are you interested in doing? Where do you want to end up? And what is the likelihood you'll stay in Canada?
Because his future plans are uncertain, so I would feel bad if either a) he didn't try to do what he wants to do to stick around Chicago to be with you, or b) he does decide to go off somewhere, and you are here with basically no one.
Okay, I'm going to vote for Chicago just because I'm selfish and I would love to have you around. Also, we need to make our livejournal name pertinent again.
On a more realistic note, I think you are a New Yorker at heart and wouldn't be truly happy unless you were blowing all of your savings sharing a studio apartment with 14 NYU freshmen. And they all have Ugg boots, all of them. Even the guys.
Chicago is a very easy place to get established, and you know people here. Even though Rachel will most likely be in Atlanta for the rest of her life... if she dies within the next 5 years. I think you know more people in New York, though, and you would be close to Devon, PA, your hometown. But Chicago's really close to everywhere because we have great airports.
