....Colonel. I don't know if you wanted me to be able to see that or what, but...
...There's an old saying from a country called Wutai in my world, that goes "In the peace after war, there is no room left for the soldiers."
I've never really understood Wutai, or agreed with its sayings.
In any case.... I know I'm no spokesperson, and far be it from me to speak for the whole of CB, but... I don't believe that their goals, after peace is achieved, are anywhere as lofty as that. They all seem... to genuinely wish to stop fighting and live normal lives. At least, that's my gut instinct. Aeolia doesn't appear to have the slightest interest in dictatorship, either.
But you really... shouldn't be worrying about things like this. You need rest, and if I have to knock you out so you get it... How are your bandages holding up, by the way? It should be about time to change them, I think...
I... um, I have two letters I wrote you, while you were gone. But... I haven't decided whether to give them to you, yet. And I had questions, before...

I ... it hardly matters, now.
It seems as true a saying as many.
I speak of the organization as a whole, not of the individuals. After a war, those who fight in it go home, and raise their families, and yet the structure of their society, their leaders, perhaps, has changed. Their duty is done. The duty of their organization is not.
It is true that Aeolia Schenberg does not seem to have any such interest. He is a puzzle. He is an honorable man, and yet. And yet. Dekim Barton.
...
The bandages may need to be changed. I confess that I have not put any thought to it. Your worry is perhaps quite apt. I will assure you that I am capable of taking care of myself nonetheless.
Letters?
... I ... am truly touched, but ... I cannot rest, Kanan. I have never been able to rest. There is too much at stake. I will conduct my personal life in the gaps left between the need to take action.

...Even as a whole... an organization is made up of those individuals, and I believe that as a whole, none of CB wants that responsibility. Mr. Schenberg least of all. Who is Dekim Barton...?
A punch to the head it is, then. And a change of bandages, and then maybe a haircut. We have forever here, Treize. You can take some time to rest. There will always be a need to take action, but you can't take it if you're too tired to do anything. Your primary concern needs to be getting back to full strength, and if I have to take over caregiving to make sure you get there, then you'd better get used to being tied down, because I'm not about to let you go tilting at windmills exhausted, do you hear me? Rank or no, it's not healthy.

In another world, as there seem to be endless variations, Dekim Barton may be my father-in-law. Such an alliance would not have served him then, but I was foolish to think that he would not see how it could serve him in the future. In any case, my dearest Leia died, of illness. I regret not --
No. I am merely conjecturing blindly now. I may require a solid blow to the head, and I am certainly in dire need of a haircut.
Very well.
But mark my words, Kanan, after I have recovered, I will leave no windmill unturned.
Consider the request filed, then. A company to rebuild the lower level, provide clean water to the citizens, apprehend criminals, and to slay monsters that may pose a threat to the populace. Atonement is more easily reached in a stable environment, is it not?

Due to irreconcilable differences between myself and the stated ideals of Celestial Being, I will be forming a new organization within this city. Our goals will be neither so grand nor so impossible, and every action taken will stand in support of those goals and not against them.
These goals will be: To openly distribute safe water and free electricity to the lower level. To kill the monsters which pass into the boundaries of the city. To destroy or otherwise deal with unsafe buildings, and to repair those that are in need of repair. To deal with any murders or other such crimes which occur.
You and your comrades are all new to this city, and I am assuming that you are in need of a job. I would be more than pleased to employ you, Captain Akre, and any of the others whom you associate with.

I wish to run a well-structured, organized company, and I am looking for experienced, disciplined employees. Many companies here have suffered from lax recruiting policies. Mine will not.
