answering my own thing to help me sort out my thoughts.
A lot of people, whether in fic or some of the few RPers I've seen for him, tend to write Mokuba like he's this immature, bratty, spoiled little kid. Yes, he's a child, and yes he has his moment of being bratty or immature, but overall he tends to be more mature then people give him credit for.
He follows his brother around like a lost puppy because for most of his childhood, Seto was the only person he could rely on in the orphanage. Mokuba hero worships his brother, plain and simple. But he's not going to bow to his every whim no matter what it is. We've seen times where he has gone against him, or disagreed, or just plain out didn't want to do what Kaiba thought was best. Mokuba is his own person, and it might take him some courage, because this is his older brother who's pretty much perfect in Mokuba's eyes, and he doesn't want to think that his all-knowing brother might be wrong

I'm probably really obvious as I'm going into the manga stuff, but... here we go!!
People get the idea that Mokuba's bratty and spoiled from the manga. The kid pitches a fit over not getting his way a few times, just in a very subtle way. ... Okay, not really subtle because he threatens Yuugi along with his gang of 10 year-old friends with guns and tasers, and then says he'll cut off Yuugi's fingers one by one if he loses in a game.
He definitely grows up, but I think it's pretty important to know why people portray Mokuba in such a way, even if it's the anime and it's written itself it's own background via Noa's Arc.
