After a bit of exploration, I discovered that there were no planets nearby that were worth colonizing. So, I ventured out a bit further and found the planet "Hoth V." I settled on it, and renamed it "New This Land." But colonization is expensive, so in order to keep my budget balanced, I jacked the tax rate up to 49%.
