Something like that sounds workable. You would have to give them a good boost to their Intelligence, maybe also a boost to Dex or Wisdom. I would say giving them a free tech feat, or an extra talent or something would be another useful bonus to balance it out.

Jim had suggested giving them a bonus to intelligence and a conditional bonus feat (Skill Focus: Mechanics). Those benefits seemed like something a Saga race would get inherently, though, and not be a good balance for being made of glass.

Really brittle, sickly glass.

Maybe somewhat unbalanced ability scores, such as a bonus to Dex and Int. You wouldn't really need a Con penalty, because their weak health would be represented by the rule in my original post. It never really felt like the Quarians were particularly weak or prone to fatigue.

We were thinking of making biotic and tech powers both work like force powers. Just getting a power, or the Tech Training feat for free might work.

Most the biotic powers could be covered by existing Force powers, anyway. You could just say that you could get Force Sensitivity from surgery, along with migraines and nose-bleeds. I don't remember what most of the tech powers were, but that's not totally new territory in Star Wars: I remember a character in one of the first couple EU books who could Jedi Mind Trick droids, though I don't recall exactly how he did it.

I definitely think you'd have to give them good boosts to Int, and probably also a boost to Dex or Wis. The thing to do is this: Does whatever you have in mind for the race trump every other character forever? If Quarians are now the only decent Scout/Tech Specialist race, then you've gone too far. If you give them something good, you have to make sure it is really balanced, and also think of the possible side-effects for other class combinations.
