It depends.

How often will you be using it? And will it be part of a family plan?

My family has four phones. Each phone is $10 a month, plus $2.50 for voicemail, plus $2.50 for insurance. We share between 1200-1500 minutes, and I don't think we've ever used them all. Calling home doesn't count as minutes.

We go through Alltel. Or Altell. Or Alltell. However you spell it.

Derick and I both use Virgin Mobile so we don't have to have contracts. I think he has Day-to-Day, and I have Month-to-Month.

I have a Cingular plan that gets me 450 daytime minutes and some ungodly number of night/weekend minutes, plus text messaging and MediaNet (sort of a wussy version of the internet) access...

Really, though, the things to consider are:
1. How often do you intend to talk on said phone?
2. For purposes of estimating, double (1).
3. Where do you intend to talk on said phone?
4. For purposes of estimating, assume even the most remote possibilities.

And remember that, as far as reception is concerned, the phone itself is more important than the company. When I got mine, I (despite being notoriously cheap) spent the extra money to get a high-quality phone, and so I have good reception in places where a lot of people have nothing.
