You said yourself that your Dad is working this summer so that you can work this summer. If you want to save money on rent, move back home for the summer so you can save for Portland.
Also, no credit is far better than bad credit and you might talk to your mom in regards to finding a lender. Wait until you've been at your summer job for a while, because that will reflect a high income summer job and lenders might be more inclined to help knowing you have a good job to fall back on?
Another option is taking a smallish loan and asking your parents to co-sign.
You should find time to dine out today. Everybody's gotta eat, right?

And good for you! Your loan plan seems logical as long as you don't go overboard. You have a lot of friends that can tell you all about school-debt.
I would have bought you dinner as you're such an awesome friend, if you hadn't resorted to shouting. I'm already buying a co-worker lunch, after all. Besides, I hear it's Scottie's Birthday.
