My understanding is that they usually try to give out the full package, but I know they also try to figure out how to make the money stretch the best. And the composition of the committee varies from year to year, so you can get different ideas and priorities in different years. *shrug*

According to Tatiana, there are currently 8 theorists who have accepted an offer and will be enrolling in the fall. That's an immense number of people! Hurrah!
