I can't help with Cavelier (never heard of them), but I wonder if your phone problems could be caused by a bad phone (rather than a bad jack or wire). Have you tried unplugging phones one at a time to see if the problem goes away?

Unfortunately, we ruled this out last fall along with all of the anti-static stuff. We unplugged everything, let it sit for a few minutes, and tried a completely different phone, among other things. It is some very odd problem, most likely with one of the phone jacks in the house. Worst thing is, it could be a phone jack we aren't even using that is causing the problem. It's a pain in the ass, and potentially an expensive one at that.
