Two notes about why characters are slotted where they are:
1. Regarding gender: if a character's gender isn't specified in the show, they're listed under the gender of the actor/actress who played them (e.g., Vorlons don't have specified genders, but Kosh is physically and vocally played by a male actor, so he's with the guys).
2. Regarding crossover characters: characters are listed in the first show for which they were a main character (e.g.: Worf is with the TNG crowd because he was a main character on TNG first before he went to DS9; O'Brien is with the DS9 crowd because while he was on TNG first, he was only a main character on DS9)
