It's based on census data, but not on actual whole names. Many names don't appear on there at all. Names like Phil Retuta.

Good luck with that.

I'm glad you said that, though, because I think that in pondering a government that didn't have a census organization or at least perform them periodically I realized for the first time that a census may be one of the most fundamental and necessary steps a government must take to actually govern, at least as we understand the term.

Whether that's good or bad is a question I leave to people much smarter than I to figure out. Too bad they're never the ones whose answers people actually listen to.
