for exactly the reasons you suspect, 9/11 is probably the safest day of the year to travel. We came back from Russia on 9/11/02 (I was even tacky enough to wear a US Flag t-shirt which isn't something I'd normally do - albeit a tasteful one) on the 1 year anniversary - a little creepy but you have to let it be just another day in that respect...
