I run a small snake conservation mailing list. There are some really good, knowledgeable people on that list who can probably give you some good advice.

One lady has researched garter snakes for much of her career. One guy is trying to start some activism geared towards putting an end to rattlesnake round ups, & there are several other academic types there who can probably point you to some good resources.
