I've only been harping on this for years now. Because of course being your daughter, I have exactly the same problem, sometimes worse because of the athlete thighs. And I do not have a problem with showing quite a bit more skin, but if I do, I want it flattered. I can't find bras (those in my size assume I'm really a size down and want to make myself look bigger), I can't find pants (they assume that even with an enormous hip circumference you'll still have skinny legs), and I can't find dresses. Why is there no Women's Wearhouse?!
I would say that sewing for yourself (should you enjoy such an endeavor) would get around these problems, and Miranda has done just that. Perhaps there is a seamstress or tailor who could take your measurements and sew something for you that would flatter you? I haven't bought anything in years as nothing but jeans and t shirts fit...
I'm not particularly good at 3-D sewing--although Miranda is (she does seem to occupied at the moment though...). And she says (correctly) that part of the reason is that curvy bodies are more difficult to fit than straighter bodies. But that's not the point--fact is, these dresses were designed for women with skinny legs and no butt who have too much in the way of stomach. At least, that's all I can imagine from the fact that they have tight, stretchy skirts (which the saleswoman thought were a feature, not a bug), horizontal stripes, and lots of extra material at the waist. Or they were simply designed by people who hate women's bodies. The dress I wore to Miranda's Bat Mitzvah is what I'm wearing. The fabric pattern is old, but the dress curves where it should, flows where it should and is very simply made. So it can be done...
My online shopping experience with dresses has been most successful at Coldwater Creek, North Style, Sahalie, and SOft Surroundings. Many soft nice things with a waist, sleeves, solid colors or nice prints, no stripes going around etc. Might want to take a look for future reference.
can also work to go to larger size than needed and play with it ie alter slightly; can be simpler than total construction from the beginning. Penney's actually had some nice dresses last time I was in there... I personally have never had any luck at NOrdstrom. tooo...New YOrky for me.

Penney's actually had some nice dresses last time I was in there...
