Give greater incentives to those newcomers who have powers or other resources to transfer new arrivals to safe locations. Repairing a building that will only remain a prominent terrorist target is mere foolishness itself. [A pause.] Or is this about community pride?

Pride does have a rather big factor on this. It's cowardly, to leave a place because of this act of terrorism. And while everyone does agree that the Towers do make a statement and is a target, anywhere else any newcomer goes will also be a target.

But what kind of incentives?

Money. Or you could see what they would require for their services -- although, honestly, you'd think just wanting to be a good citizen would be enough, but... [A sigh.] People.

From a logistical standpoint, if there were separate safe houses dispersed through the city, while they still could be targets, at least they would not all be concentrated in one location. [A pause.]

Or do you think that the Towers would be easier to defend?

Being a good citizen is never enough. [A funny thing for him to say, considering how much he puts a stake into being a citizen. How much being one means to someone in Romdeau.]

Separate safe houses. [He sounds thoughtful.] Our main issue, as it stands now, is that when people come directly off of the diamond at night, the only place they can go is to the Towers. It's not safe for them to be roaming around at night, considering that they are unaware about the monsters.

I think it may be easier to defend one place rather then many.
