Let the market economy reign, and start developing a domestic demand for horse meat. After all, horses are more efficient food stock than cows, and the only thing stopping is a cultural bias against horses as food, which much of the world doesn't have. Then allow the overpopulation to be hunted for food. Alternatively, harvest the horses for products and export the meat to help feed starving disaster victims around the world.

Or does that not work because horses are too cute to think of as food?

It's the last part. Too cute to be food. Too cute to be rendered. Too cute to be slaughtered (which is okay for cows. Cows are stupid). But don't dare touch the "wild" horses. (It'd be like arguing that a pack of dogs is "wild" and should be allowed to continue to exist.)

I eat bunnies.... yummy and cute! And so are ducks!
But I've heard that horse meat is rather nasty and tough. I'd like to give it a try. I'd also try dog meat if those who serve it in LA would trust a "gringa".
