you'd think it to be common sense that occupation with the intention of preventing anarchy would yield the opposite results.

i can imagine what great britain was saying during the american revolutionary war: "we can't leave the colonies in the hands of the civilians! they won't know how to create a functioning government....and it's up to us to occupy them and keep them safe!"

so what was it you were saying about repeatedly expecting different results..?
