Hopefully nothing, but he apparently he's looking for some 'experiments' and asking that the citizens of the city don't disappoint.

The Major has been a source of trouble in the City for quite some time. You've already heard about the poisonings... I'm disgusted, but not really surprised, that he's up to something again.

As for the other man, I'm afraid I don't recognise him. But I'll keep an eye out.
