They're in Rome, but the things is that this sect has been around since like omg so long ago and there's thousands of them and we don't know where they all are. The Rome place is just their headquarters and we've tired before. Gavin killed their leader but they just made a new one. And they all attacked London and failed so they fucked off for a while but then they came back again and argh.
