He was sneaking around, embracing the underworld to where he was permanently obliged to dwell should he want to retain his mobility. Therefore, he was hiding in the rabbit fountain when a very familiar ex-subordinate materialized on a bench near the rabbit fountain.
Yet someone else from Amestris. Depending on what that human had seen or heard, the Homunculus guessed he might cause trouble if he revealed himself prematurely. Therefore, he pulled out his drenched eyepatch from his waterlogged coat and pulled it over his eye.
"A good day to you, Armstrong," the eyepatch-wearing old man greeted from just under the water. Prior to emerging partially from the water, he made certain that there were no enemies in the vicinity.

Now, if Armstrong wasn't already considering all that as a dream, seeing Bradley emerge from that fountain completely out of nowhere like that would just do the trick.
"Si-Sir, if you don't mind me asking... why are you inside the fountain?"
He didn't know why he was asking. Dreams had no rhyme nor reason, so that was probably his mind just fooling around.

Wrath through a partially-closed eye rapidly discerned if Armstrong was looking at him any differently than usual--with greater unease, with pretended loyalty. Apparently not. Armstrong still looked at him with real loyalty. Good. The human seemed to have no knowledge of his identity. Then all Wrath had to do was to play along.He pulled on his mask of the old eccentric.
"I'm just enjoying the fine summer's day, Major," Wrath chuckled from inside the fountain. "Why don't you relax as well..?"
It's not like he wasn't a little bit suspicious about his superior, but that certainly wasn't the time to ponder or worry about such a thing.
And... Armstrong knew Bradley could be a little bit weird at times, but that was just too much, even for him. If that wasn't a dream, he would be severely worried about the other man's sanity.
"Sir, with all due respect, I think there are better ways to enjoy sunny days like these."
The more questionable his sanity was, the more effective the charade was. And he intended to keep it that way.
"Is that so?" Bradley asked unassumingly. "I'd like to hear your suggestions, Major. But there will be plenty of time for that. Did you just arrive here?" Wrath inquired. Instead of joining him on the bench, he remained in the fountain, treading water as if it was completely natural for a man his age to act in such a bizarre fashion. His patched eye roved around the fountain, making sure that it was still safe for him to be above water.
Also, the more questionable his sanity, the more weirded out Armstrong got, but that's another story altogether... And thank God Bradley didn't ask for his opinion on that subject, because he himself was completely lost at the moment and couldn't really think of a coherent answer.
"I suppose I just did." He said, still not exactly comfortable with the idea that place was a kind of shared dream between people, not only from his world, but from other worlds as well. How did that even make sense? "I fell asleep for a moment and when I opened my eyes I was here." Wherever 'here' was.
Wrath was not the best person to debate whether this was a dream world or some kind of alternate dimension. He noted Armstrong's confusion but did not inquire about why he was disoriented about his surroundings.
"So you're alive back on our world. I'm glad to hear that," he did remark. Wrath continued to swim in the fountain, a placid, seemingly carefree smile on his face.
Armstrong hopes he's still alive. He was tired yes, but last time he checked he was still breathing.
"I am." The large man couldn't help but remain highly puzzled about all that. First waking up on that place, wherever it was, and now the Fuhrer acting like he had gone completely out of his mind. Well, as long as he kept in mind that was all a dream, his sanity would stay on a good level.
"Somarium, I believe it's called," Wrath answered, continuing to tread the fountain water. He was reading Armstrong's emotions which seemed to consist of complete confusion. He decided to continue to observe him. "A world very different---from our own. It is governed by people---called prosecutors. Their system of law--has taken some getting used to. They are not a military state as we are," Wrath conversed with his subordinate, intermittently diving under the water and interrupting the conversation.
So... No military? Didn't sound so bad. For Armstrong that was. Bradley was probably being eaten from the inside out though. If it wasn't for that, the alchemist was probably going to make some comment about how that system seemed good and how maybe they should apply that back home.
"Sounds... interesting." He had to add his opinion about it somehow.
"So I must assume you... well, the both of us are out of work here."
If Wrath had any sort of legitimacy as a ruler--a real heritage of distinguished military officers, a reason for ruling aside from Father ordered him to, and if he was some kind of megalomaniac, he would have missed the military. Indeed--this whole peace thing was still taking him along time to get used to. He noted Armstrong's intent to soothe him about the lack of a military, but then Armstrong ended up simply commenting pragmatically on the lack of work.
"You assume correctly. But with your skills, you should have no problem finding another occupation," the old man smiled in a patronly way, still treading water.
Of course Armstrong was only basing his assumptions on what he knew. It never really went through his mind that his superior was serving as some kind of 'doll' for another's person's interests, so he just went with the logic that Bradley turned Amestris on a military country by his own free will.
"Wa-Wait! I don't think we are going to stay here for so long for such a thing to be necessary... right?" Armstrong pretty much knew already that the answer he was going to get wasn't a 'nice' one, but he still had to ask.

"Well, that depends on if the ones in control decide to send us back to our world or not," Wrath answered Armstrong curtly. He was taking no extra precautions because Armstrong was completely ignorant of the truth. He couldn't be more at ease right about now.

Alright so... it did look like he was going to stay around for a while. At least that place looked kind of pretty and homey. Maybe he could get used to it, as crazy as the idea of living in a dream world was.
And good thing that Armstrong didn't know the truth, or God only knows how he would react to that.
"I see... Have you been here for long?" Better ask just to have a notion of how long he might be around.
So the Fuhrer looked... strangely OK with the fact he had been stuck in some kind of dream for months. Just when Armstrong thought things couldn't get weirder.
"This sounds like... an awful long period of time." There are some important things that need to be solved back home you know?
