Black and white is always more dramatic.

Yes, the picture should show every shadow and wrinkle of his horrified--indeed humbled--expression. You just can't get that kind of detail with color. And, furthermore, the scene is probably pretty monochromatic anyway, so why waste good color film?

Wait...is Bush naked? I just can't picture this scene without him being naked in the van. Or, failing that, wearing some ratty underwear.
