Reading the speech over again, it looks like the second half was added as a commentary on the speech, and then accidentally blended into the original text. The author of the second half clearly wasn't trying to impersonate Ben Stein; her writing style is completely different, and she doesn't try to transition smoothly from Stein's half into hers.
As far as I can tell, the claim about Dr. Spock's son is indeed false: both John and Michael Spock were alive in 1999. I guess I can't blame the author of the second half for repeating the myth, though... nobody can be expected to check every story.
