In the past, President Obama has been adamant that he won’t use executive action on immigration reform. To cite just one example, he said in 2010 in an Univision interview:

Does it not occur to them that the move was so unpopular that he would not do it before the election on the off chance that Democrats would retain power in the Senate?
And now that Democrats are going to lose that power come January he decided to issue it NOW so he can blame Republicans for inaction, when it is Democrats in the Senate that are blocking action?
Oh, he can talk all he likes about the Senate bill that was passed with primarily Democrat votes (few Republicans supported it) but what he is really saying with that is that Republicans should simply give up and go along.
Well, now that it is clear that they won't give up and go along he claims he can't wait any more.
