Ah, looks to be Peter Egan at Moto-Track-Mobile Magazine is most commonly attributed to this.

This thing pops up on the HAMB at least 5 times a year. It's been going around for a while. At least 8 years. I could see Peter being responsible but at this point it belongs to the internets....

I was about to forward it to one of my mailing lists, but i thought a quick search would help...

It turns out I forwarded it previously in April of 2006. Well, that's it. I'm going senile in my old age.
