It's a shame Atlas got shut down, but from the sound of it, they weren't really doing much to prevent it.
On the other hand, did the article really need to put in the bit about the fire department?

We were worried about the fire department from the get go and had several ways to dodge the rules while we worked stuff out. We've been slowly making the place more up to code since April: we cleaned up cords and wires, moved flammable materials away, marked exits, got smoke detectors and fire extinguishers, and got outside advice on what was dangerous and what needed to be done. The main obstacle is that to pass inspection, we need to remove all of our extension cords and have an eletrician rework the place - really really expensive. We may also need to put a new wall in and re-do the entrance/exit.
