Ugh. Atlanta, Ga is having a similar gentrification dust-up, with the added complication that the gentrifiers are largely gay white men asking GLBT organizations and the cops to crack down on trans women of color. Luckily, a bunch of the GLBT groups balked. The cops didn't, though, and have been more than willing to do the vigilante-ing themselves, so the neighborhood association can keep it's meetings to daylight hours.

define your terms! Having to lean on scare quotes tends to automatically weaken one's argument by lessening the terms which are invariably central to the debate. And it's made worse when scare quotes are used around a word lacking specific definition in the first place.

I mean, what constitutes an incident to you? Seeing someone you assume is engaged in prostitution? Or are we talking violent brawl? An incident could be anything. Twice a day I have an incident with a tooth brush. So, if you have information here from living on the street, persuasive examples of conduct unbecoming to a civilized society, don't hide it under weasel words and scare quotes.

If you don't, though... well, don't think a lack of specificity will hide the vacuity of your argument.
