I wouldn't have a problem with using all three of the bags, provided that I sifted each individually to check for bugs. I'd toss any that have bug and store the rest in an airtight container.
I agree on sifting and re-containering. They should be fine- it's just that they probably didn't start leaking until the people shipping started tossing the box around >_
If moisture was able to enter the bags through the holes, you might need to worry about mold. There have been cases of people being poisoned by pancake mix that they had sitting in their cupboard for a long period of time.

Keep the opened containers (if you keep any) stored separate from the rest. Then if they turn out at all bad they don't contaminate everything.
