What do you do to get something done in a city?

It's not like I was ever aiming to be a politician, but even I know something like... citizens are supposed to be able to... go to town meetings and vote and "be heard". I think it must be really hard to run a city. Sure you can make people miserable if you want, but you cant make them TOO miserable or you have a rebellion on your hands. ... Theoretically.

But this is just borderline.

I'd be all in favour for introducing some sort of legal system to this place, but the deities certainly don't seem to keen on it.

From what I've heard, there used to be elected Wardens and with them a legal system at least with regard to criminal law. The Deities apparently destroyed the prison building that the elected Wardens were responsible for, killing everyone still inside.

That was before I got here, so I'm not sure on the details, but I'd say that counts.
