The last murder I recall hearing about in Chicago was by a guy who was a serial offender passing through who kidnapped and shot a woman (who died afterwards). I believe a citizen trailed the criminal, and shot him down when the guy got out of the truck.
Such a law would tend to send a strong signal. I had a debate recently with someone who viewed criminals as just plain stupid. I'm pretty sure that, left with a choice between robbing someone who likely has a gun and robbing someone who likely doesn't, that I know just who the robber would target.
Actually, it has a growing Hispanic population now, as does most of Atlanta and its suburbs. The neighborhood my parents live in has gone from a mostly white area to a 3-way split between Hispanics, Blacks and Whites. I sincerely doubt that most of the residents now own guns, although because the law is still on the books, it does keep the crime rate low.
Maybe that's a idea for other towns with high crime rates...pass a law like that and watch the crime rate drop. Unfortunately, there's very little chance the law would pass nowadays, with all the protests and anti-violence campaigns.

Both likely had the same trend, and both faced the gang war / drug problem in the 80s and have since cooled off a bit.
