Alright, so Jay is from MiB, an agency that keeps track of any and all aliens that visit Earth. What's an alien? Anyone who isn't an Earthling. Yes, even those who are pretty much Earthlings/humans from other worlds. If you are from Earth but don't look anything like it, well, you don't count as an alien. Sorry. :(

Sheryl was born on a space colony.

She's the granddaughter/grandniece of two priestesses who could control an alien ~world destroying~ machine, and who had the same blood type as that alien world destroying machine, idk, Macross Zero didn't make any sense.

Sheryl also has alien bacteria living in her head that are slowly poisoning her to death. They are connected to an alien hivemind that communicates faster than light!

... Percy is half-god but 100% Earthling.

Uhhh :|a Al and Havoc are from an alternate world and both human, though I guess if Jay ever checked Al out with some MiB gizmo he could tell that Al is an empty suit of armor. Neuralyzing prooobably won't work on him since he's just a soul in armor. You can do it to Havoc all you want though.

Chizu is a totally normal girl as far as anyone knows. Neuralyzing is fine.

Nami's alien situation was covered by Yuta, you can TRY neuralyzing but she's distrustful of officials and will likely punch him before he can.

......I only have one earth human in my lineup. GO ME um.

Laguna is human, but from another world! Knowing about the FF8 world somehow is A-OKAY with me, he's already familiar with things like spaceships and extra-terrestrial life from home, anyway. |Db NEURALIZING IS OKAY TOO IF YOU WANT but probably pointless. >_>

Ayanami and Labrador are technically human, but uh. special. In the fantasy sense of the word. And also from a world that is definitely not earth anyway. Both of them have memory-related powers, so neuralizing is nnnnnoott recommended.

Mewtwo is a pokemon. :) Try to mess with his mind/memory and he may wipe yours. :)

Date Masamune is 100% human, and an earthling at that! ....he's just from the wrong time period entirely. Neuralizing is a MAYBE, poke me first.

Oh, and if you want more details about any of my characters' worlds just poke me~

Vanya may or may not ping Jay as alien-ish. Umbrella Academy definitely takes place on Earth, even if it has a few changes, but Vanya was spontaneously born from a normal human as a result of a wrestling match between a human and a giant space squid... she doesn't know this and I have no idea if this would register as an "alien" or not, but it might and I thought you'd like to know!

Her guardian is also a space alien in a human disguise.

ALSO, neuralyzing her would probably not be the best idea due to her various issues, but if it comes up let me know and it could be okay!
