Luna, how long should the stories be?

The last short story contest I entered, all the stories had to be exactly fifteen words. That was rather short, but surprisingly effective.

I've seen other contests where they limit you to 100 words, which is rather fair, I think, though some people always insist on going slightly over or slightly under.

Just looking for some guidance.
