Garrus needed somewhere inconspicuous, safe, and accessible. Since a friend of mine is the one who owns and oversaw the construction of this restaurant, it's safe to say there are no bugs or anything of the like. We keep a close eye on it. But, it's also public enough to avoid suspicion. To passers, it'll just look like a busy day, maybe a party.
