That's... odd. I've heard someone or something be referred to as crackerjack, but typically, the word has been kept to the realm of senior citizens. I've never heard anyone directly called a crackerjack.

Do you think they meant it as a compliment or an insult?

Oh, no, the ones who say it aloud for no reason are totally harmless. It's the hillbilly name-callers you have to watch out for. Hillbilly, crackerjack, you know, a lot of times they have bad white boy names like Warren G or Steve-O.
