I have to assume this is some hypothetical / fictional VP. Cheney's original heart is kept under tight guard in a vault half a mile under the Greenbriars resort. I'm pretty sure the College Republicans from which they harvest healthy new hearts every six months or so are all volunteers, though.

It's only "his" heart in the sense that it's an object which belongs to him.
