If you want to get raw WAV (which most devices can record as) to MP3 then CDEX is one of the simplest and fastest ways of doing it. Really good at ripping CDs too. http://www.cdex.n3.net/
And if you want to edit your stuff then Audacity is a decent, and simple, freeware audio editing tool worth using, that can also save out to MP3 (and Ogg etc.) http://audacity.sourceforge.net/

That's odd, I've used it on a few systems, works just fine. Sometimes you'll need to have the LAME codecs (http://mitiok.free.fr/)installed to save out MP3s, but I just tried throwing it on my computer here at work and it was working 30 seconds later.
