In Eastern Europe, they seem to be almost legendary--you can be led to believe that they don't exist at all from living there. I recall seeing fewer than 10 black people while in Riga (they fell into two catagories: British tourists and American basketball players) and admit that I acted like the average Latvian and stared unbelievingly at them when I saw them.
In retrospect, that was not very nice, but is probably what happens in most homogeneous societies. I assume outsiders are treated with a similar sort of quiet disbelief/awe/curiosity in Japan, no?
most definitely. though there are many more foreigners in the country than there were a couple decades ago, it's a whole gaijin (literally: outside person) Thing. I escape most any sort of biased/unbiased attention, but I do find myself staring at them a lot, even as a secret fellow alien!

I know how you feel with the air quotes--whenever I did that in Latvia I would just get strange looks and a "Why you do that?"
As for Japanese PSA posters, I found out about this, which revealed that Tokyo authorities (among others) have a antebellum South/1920's cartoony vision of people of African descent...
