I love the opening paragraph; The pubs had all closed and the rows of houses all stood seemingly empty: the windows darkened, curtains drawn, It really sets the scene and helps to build the action up gradually.
And who is this mysterious man? At first I thought it was Sam, then I changed my mind to the Doctor, then the last line of the first bit told me it had to be neither.
I like how you've split it into three parts, as well. Helps to follow the different areas of the story as they gradually come together.
The Test Card Girl was very well done. I have a tendency to throw her in for a paragraph or so before I get rid of her, instead of drawing out Sam's panic into something much more believeable, which you have done.
“You’ve got to be kidding me.” Heehee! We certainly seem to be on the same wavelength, don't we? :D I can't wait to see what you've got planned for this!
