My impression is that he isn't super low. We're considering different placement if he gets coded as ED instead of LD (emotional disability instead of learning disability).

Blackswan's suggestions are good. Also, if not quite that much heaven and earth can be moved, I would try reaching out to his other gen ed teachers. I know the spec ed teacher says he's disruptive everywhere. Are they also trying to refer him? Can you present a unified front to your administrator to rebuff personal criticisms of your ability and to politely demand that she more active? If they are not trying to refer him, how do they handle him?

iawtc. if the other teachers aren't referring him, it could look to your p that it's only you having the problem. make sure the entire team is on board with bombarding mom with phone calls and p with referrals.

I believe he's gotten referrals in other classes, but doubt other teachers are documenting as avidly as I am. We're trying to get a big meeting in the works with all of the teachers.

I would say to the administrator, ok so when the parents of the other students in the class call me with a pleas explain due to slipping grades because they are constantly disrupted in class i shall send them to you so you can explain why you are being ineffective in dealing with a students behavior ( ... )

Unfortunately, other kids seem to find his antics amusing and they don't help the situation. I am not sure I could get the all of the other students on board...

Have you tried Class Dojo? It's totally free and each student gets an avatar and you can award positive points for good behavior and negative points for unacceptable behavior. It has helped with my 5th graders (I know quite a jump from what you teach), but it helps reinforce positive behaviors, show students when their behavior is inappropriate, and helps you keep a record/track behavior. It seems the behaviors a bit beyond this program, but it might be worth a try. Good luck.
