Environment?

OK, I'm guessing at this point. It's probably not the International Year of Tuberculosis Eradication, which is where my brain's currently at. If it was at least one of my 30-something references would undoubtedly have mentioned it.

Communications, Biodiversity, Youth, Forests and Chemistry, according to wikipedia...

Not entirely sure how they all fit together. Maybe it's the International Year of Young People Taking Chemicals in Forests, Scaring the Wildlife, and Posting Gory Details on Facebook?

Young people today.......

There has been very little in the way of advertising and acknowledgment of biodiversity unlike many of the other International Year celebrations and yet another cut in funding

really? websearch gave it as international year of the nurse:

Given the phrase "no cause can be considered truly dead until an international year has been declared in its' honour" it's really not surprising that there is so little interest. Can you think of any International Year that has actually mattered? (Not the cause, the year).

The international year of the disabled had a whole bunch of awareness raising things encouraging building of ramps, accessibility etc (ot that may just be my dim distant perception of it as a kid)
The year of the child and family also had significant weight and actions

Given the success of "International Year of the patronising Bastard", that sounds like nostaglia.

what were the actions of the year of the child & family?

Well 2009 was apparently the Year of the Priest, and look how that turned out...
