Misuse of a word isn't the only thing wrong; the whole story is badly written.

Maybe I should start rewriting AP stories and sending them to the editorial staff.

To address the quality of the writing, you have to go back to the original local news coverage. See, that AP writer only actually wrote the headline and first paragraph, which is another issue entirely.

Have you ever thought of being a stringer for UPI, AP, etc.? I'm sure you could aggregate, summarize, and rewrite news in your sleep.
