Over in Oz, generally people start a masters and finish a PhD. Ie one morphs into another. You can skip masters all together. *shrug* Ask at your uni, best place to figure this stuff out as it applies to you!
You always have to start by entering the Master's program. In the majority of cases you can naturally move from the masters to the PhD program without getting a Master's if you want although it depends on program.
At my program they had two types of Master's. Master's with thesis and Master's without thesis based on your grades. There are a certain number of classes you have to take to get a Master's and a higher number to get a PhD. If you take the classes to get the PhD you can get the Master's without thesis which is what I did and go directly into the PhD program. This way, no matter what happens, I still have the Master's to fall back on if I need to. If you plan to go on for a PhD I probably wouldn't bother spending the time to do a Master's with thesis but if you can get the Master's degree without it, I would.
