One for the background, one for the lineart, and then I use as many layers as I need for certian things... I'll sometimes push a dozen, but that's rare.
I never really kept track of how many layers I use, especially considering I use a combination of OpenCanvas and Photoshop to create a complete pic. I know that in OC I use an average of four layers for color, lines, shadows, and highlights, with another layer or two for any original hand-drawn art to work over and exact color swatches I want to work with. Then it's on to Photoshop for the layout and background, where my layer count varies each time.
For this, I used 17 layers in Photoshop, mainly for the visual effects and makeshift background elements, in addition to the layers in OC for the characters themselves. For more basic works, however, I tend to keep layers to a minimum
