If I remember correctly the line was originally "mad as a hatter" because "hatter" despite being a relatively useless word rhymes with so many things which is of the utmost necessity when constructing a limerick on the fly in between people's lunch trays. However, "in need of a hatter" makes just as much sense and the scansion is better
