I don't think it's phlox. Phlox probably would have started flowering by now in your zone, and it looks wider than phlox. It looks a lot like a weed that took over the borders of the yard in the house I used to live in. It was insidious, so I think the advice to check with a nursery is quite wise.
I don't know what it is, but it looks suspiciously like the stuff that's growing all over the hillside below my house. My hope is that it has a deep enough root system to help hold up the hillside during the rainy season.
It looks like the phlox that grows outside my livingroom window. Heh. Take a plant to your local garden store and ask them. They can tell what it is and how to get rid of it and/or tame it.
I agree with the above comment on taking it to a garden center. Also, it does very much look like a weed. I've seen weeds like that in every garden I've tended in this area. How hardy is it?? Meaning, how easy does it break and how "light" is it? If it's light or easily broken, it's probably a weed, but I'd ask a professional to make sure. It certainly does look similar to phlox, but I really don't think it is.
That is a weed. However, since I don't work for Southern Livng I can't tell you the fancy latin plant name nor those highly descriptive local names that weeds tend to get.
