There are many points that are made here. Perhaps janus_incantus could offer more light on these questions.
1) "They wanted Dumbledore fer Minister..." Who is 'they'?
2) "Bungler if there ever was one. So he pelts Dumbledore with owls every morning, askin' fer advice." Surely that can't be ethical? With that sort of behaviour, the potential for Corruption is HUGE! The impression created about Fudge here is rather abysmal. He seems to be weak, indecisive and insecure. Although... the wizarding world would have been far better off if he stayed that way. At least Voldemort wouldn't have had a year to regroup.
3) The main job of the Ministry seems to be to keep the Muggles unaware of the Magical world. That seems a rather stupid existence. Although I suppose OotP seems to show us that there is actually more to it than just that - so perhaps it is just Hagrid 'simplifying' things again.

I just thought this was interesting because in a way, Quirrel is correct.
Considering how little Harry has actually been taught in all his years at Hogwarts, and how much he has actually survived; there is a fair amount of truth in that statement.
It is also intersting that Harry was drawn to the DADA books in Flourish and Blotts and that it becomes his best subject.
