Yes, the Congressional race in my district (the 4th) is undecided for this reason.

I think the idea is that the absentee ballots will fall out into the same ratios as the normal ballots or at least not drift too much to make a difference. Theoretically, they could fall more heavily one way or the other, though. It would be nice to see absentee ballots taken more seriously. :)
