Maybe the Zone is actually a bio-dome. A terrarium inside a terrarium inside one of the marbles at the end of Men in Black?
I was going through screencaps of Return to Oz yesterday and had a bit of a O.O WTF?!-moment when the gang arrived at the Gnome King's ...island. And we'll ignore that Tik-Tok the tin man has FREAKIN' blue eyes SEE! Okay.. so that's slightly off-topic... But there's snow!
Anyway... perhaps the point is to illustrate that it snows up north, it's sweltering down south -Seriously, the Realm made me want to take a shower- desolate out west and green in the east? That's assuming the backwards map vs North America, BTW...
1. TIK TOK! 2. Gnome King made me think: Hunting for cast pictures is fun. ;) 3. I like that you compared the map to that of N.A. It is very similar, isn't it? Although I've never been to the states... I've seen pictures! :P
I always based the Zone around Baum's version - Emerald City was Kansas City, Dorothy lived out in the middle of BUFU Kansas and.. well.. it snows up north and is hot down south.
It also could just be that it was snowing in Canada that day ;)
The only way I could ever try to explain the weather in the O.Z. (if trying to fix it into a Baumian universe where its not the only country, surrounded by mountains and freaky desert and whatnot) - oh hell, I couldn't ever try to explain it.
If I took all my scientific knowledge, it'd be less than Glitch-post-headcasing, so... I assume its always winter never christmas up North, always warm and temperate down in Lake Country, and most everything between sees a regular season change... you know, winter, spring, whatnot. Which means snow in Central City at Christmas. Must be pretty. ;)
Plus, Longcoats are too manly to get cold, I do believe; and ever if they did, they would be too bad-guyly to complain of such a thing. 'Coats don't complain! Though toques with tassels are always fun...
It rained early this morning, but the sun has just come out with a vengeance! Its been so chilly lately, but we haven't seen any snow for ... I'm gonna say at least a week. Green on the trees, I think spring finally came!
There are many things to consider when discussing weather: 1. The Witch playing silly buggers with climatology. I mean who would REALLY want to live/vacation/hang out in a palace that is forever encased in ice/surrounded by snow, whatever (no Narnia cracks, plz)? On the other hand there's that pesky nursery rhyme Daughter of light came upon a glistening white mountain / frozen in time in a sea of ice etc. etc. If the deep freeze of the Northern Island happened after DG got sent to Kansas then how the hell did Hank KNOW- *is eaten by plot hole

Considering the presence of both magic and advanced technology throughout the show, I'm thinking the weather is probably regulated, if not outright controlled. Or at least that the capability exists, given the correct resources.
As for the long coats - I'm guessing they have a function other than warmth. Long coats likely keep dust, dirt and debris from getting into your gear. That's not to say they're not useful for warmth as well, just not exclusively so in my mind.

Oh, your thoughts on the ROTU are interesting ... I hadn't thought of it as a cave. I thought it was sort of a pocket dimension (like the "curved vacuum emboitement" arc in Doctor Who) and that once you got in, through a cave-type entrance or manhole or whatever, then it was like being outside again. Come to think of it, Airofday does set their meeting time by the rising of the first moon.
Of course, it's possible that we could combine Narnia and Harry Potter, and say that the ROTU is a pretty large underground complex (like in Silver Chair) and that its roof has been enchanted to look like whatever the sky outdoors looks like (like the Hogwarts dining hall).
I think that Az like to mess with the weather a bit after she overthrew her mother. There was talk in the show about poor harvests and starvation due to the weather. Probably something she did in her spare time for amusement.
