A lot of musicians I have known are like that. Sucks to have practice then never practice. I figure its ok as long as you are getting things done (getting gear or whatever). But being at a band party where your band doesn't play sucks ass.
Reminded me of a spontaneous "band" I was in once. I knew this drummer who would only jam. He didn't want to be in a band, be committed to playing a part, anything like that. But if you showed up at his house with an instrument that could hold its own with his drum kit, then he could jam with you forever. He would just follow whatever you were doing as pretty as you please, rarely if ever missing the beat or messing anything up. It was keen as hell. We played a couple parties over at his house and they were all fabulous. He wouldn't let me record them, so they are gone forever. Oh well.

If only they would say, "hey, let's just jam." I'd be okay with that. It's the randomly deciding to bail on paying gigs out of nowhere because they've suddenly become unserious that bugs me. Oh well, life goes on. New bands come around in time.
I was there. I wish I'd known you weren't having fun, I wasn't either. except for the part where you foiled my quitting plan. It's been a solid 3 days now. hahaha
