Well Bernina sells them. So does the notions shop in the Shuk.

Unfortunately I have no idea where there's a notions store on Kanfei Nesharim.

If you're on King George by Melech haFelafel/Shawarma there's the pedestrian mall which is Agripass St. There's an ampitheater seating area. To the right is a side street. It's on that side street.

It's very simple to hem a skirt without a sewing machine. Pin it first, use thread of a similar color and take very small stitches on the facing side. It may take a long time, but it will look great if you do that. You can take longer ones on the inside, just make sure the thread sticking through is tiny.

some hems are specifically done by hand rather than by machine, as the stitching can be less visible. just fyi
