Doom is not a technopath in either canon, or here in the City... However, he's also very smart, and super familiar with most forms of technology. As such, this post seems relevant. So, here goes.

Sanji and Geddoe never filter/rarely filter and lol wat is computer so they're hackable.

Alastair is also a non-technopath hacker and he uses encryptions from both StarkTech and Cybertron so it's possible that they could get into hack wars if necessary. The Cybertonian encryptions are pretty unhackable but he doesn't always go to that extent. So we may need to chat if he needs to try to hack Alastair.

All of Scarecrow and Aquaman's stuff is hackable, and like you said, Ghost's private stuff isn't.

However, Ghost would volunteer his help to Doom with the knowledge that allegiances with him are of strategic value. So if he's in need of a pet technopath to help break into things that aren't themselves put up by other technopaths with equivalent or superior talents, Ghost is his man.
